Victor Karpenko is a mechanical engineer with 35 years’ experience providing technical innovation, project management and leadership experience to unique high technology complex multi-discipline national security projects at Lawrence Livermore National Laboratory. He is current the Chief Technology Officer for Qathex LLC designing innovative surgery instruments. His is also currently employed as a physicist at Lawrence Livermore National Laboratory through North Wind Group. He has served as the Chief Engineer for Special Programs and Special Projects Leader, National Security Space; responsibilities included identifying and leading the development of critical LLNL technologies that provide advanced capabilities filling technical gaps and challenging space security and protection requirements for the Depart of Defense and Intelligence Community. These classified projects are at the intersection of intelligence, science and technology and require subject matter expertise on policy and instrumentation. He also supported the Missile Defense Agency developing advanced technologies to defeat hypersonic threats. Recent projects have state-of-art laser systems and hardware for laboratory and flight experiments. He has designed and managed systems with significantly vast scale size, from the National Ignition Facility Experimental Area for Inertial Fusion Energy to very compact densely packed laser systems. The designs have had challenging high peak and average power, pulse power, ultra-high vacuum, advanced cooling designs, precision pointing, long term stability and high reliability requirements.

In addition, Victor lead the Brilliant Pebbles Lifejacket development for the Strategic Defense Initiative program identifying and developing the technologies to mass-produce an advanced small lightweight satellite. He also supported the Missile Defense Agency developing advanced interceptor technologies and he has experience with designing and fielding nuclear explosives at the Nevada Test Site.
